Public facilities built in the late 1960s are reaching their 50-year lifespan. Consequently, the national government has been instructing municipalities for the past decade to undertake initiatives for public facility reorganization.
Currently, Hino City is also working towards reorganizing the Hino Honmachi public facilities.
Various subsidy support policies are available. To ensure we are not left behind in this trend, the city will work together to achieve a public facility reorganization filled with dreams and hope for Hino City’s future.

②Regarding the New Regional Healthcare Plan
Hino City transfers 1 billion yen annually from its general funds to the municipal hospital. This means the hospital incurs a deficit of 1 billion yen each year.
As part of efforts to eliminate this deficit, the city is currently implementing measures to fully apply all provisions of the Local Public Enterprises Act—not only its financial regulations but also those concerning organizational management and personnel affairs.
However, merely applying all provisions does not guarantee fiscal rehabilitation.
As a Regional Medical Cooperation Hospital, it is essential to establish clear roles and collaborate with small clinics and organizations like the Minamitama Medical Association. This ensures a secure position while also necessitating a Medical Strategy and Management Division within the city government. This division would integrate with each welfare department to build a unified medical system.
However, establishing a Medical Strategy and Management Division solely within Hino City presents a significant challenge due to the required physician staffing.
Given this, I asked whether we should pursue fiscal rehabilitation not just for Hino City alone, but through collaboration with the entire Minami-Tama area (which shares a public health center; Hachioji City is a core city and operates independently), clearly defining our position and role.
While no clear response was given, we will continue discussions with municipal hospital staff and work to create an environment where citizens can access stable, continuous medical care.
