Hachioji City Self-Defense Forces Four Organizations Cooperative Joint Defense Lecture

President Masuda of the Defense Medical Association delivered a lecture on disaster dispatch and defense medicine.


Regarding disaster dispatch, I have previously conducted general questioning.

According to data from the Ministry of Internal Affairs and Communications, many municipalities reportedly delayed requests because they lacked confidence in meeting the three criteria for disaster dispatch.

In Hino City, we have a crisis management officer with a background in the Self-Defense Forces, enabling us to establish an appropriate support system in this regard.

However, many neighboring municipalities have not hired crisis management officers.

Six months after the Noto Peninsula Earthquake, I had the opportunity to speak with Governor Hiroshi Hase.

He mentioned that while Ishikawa Prefecture has one crisis management officer, considering the prefecture’s shape, they are considering placing another officer in the center and assigning crisis management officers to each municipality.

I deeply agree with this opinion.

I sincerely hope Tokyo Metropolitan Government will also address this issue.

Furthermore, during disasters, the personnel of the 2nd Company, 1st Facilities Battalion, stationed at Asaka Garrison, are responsible for Hino City, Hachioji City, and Machida City.

During my previous general questioning session, I inquired about assigning crisis management officers to Hachioji City and Machida City, but was told it was not under consideration. (I am unaware of the current status.)

To protect the lives of approximately 1.19 million citizens across these three cities, it is essential that the three municipalities, the Self-Defense Forces, fire departments, and police collaborate on a daily basis. I believe crisis management officers from each city should also participate in these efforts and hold regular study sessions.

When requesting disaster dispatch from the Self-Defense Forces, the maximum number of personnel initially deployed is 60.

Moreover, there is no guarantee that even a single person will survive a disaster.

The number could be even smaller.

This is precisely why we must enhance each municipality’s self-reliance capabilities through the activities I am proposing.

This challenge is still only halfway complete.

We will see it through to the end, protecting citizens’ lives and livelihoods. By establishing disaster response bases and creating an environment for smooth rescue and support operations, we will connect this work to politics that protects those who protect lives.
